Peace Process Advisor to the Government of Colombia
Joaquin is the former commander of the Salvadoran Guerrillas and signatory of the peace agreement to end the civil war of El Salvador in 1992.
He has a Master in Public Policy from the University of Oxford in the UK, and is a member of the Inter-American Dialogue in Washington and of the Friends of the Inter-American Democratic Charter, which chairs the Carter Center.
Joaquin is also a member of Advisory Board for the first Report on Citizen Security Programme of the United Nations Development Programme (UNDP), former security adviser to the governments of Mexico and current advisor to the government of Colombia on the peace process.
He is a permanent lecturer on the Intelligence course at the Monterrey Institute of Technology, and adviser to "Inter-Mediate", a non-governmental organization based in London, United Kingdom. He is also a columnist for various media outlets, including “El País” of Spain, “El Tiempo” of Colombia and “Nexos” of Mexico
